Trustees

Joyce Randall – Chair

Joyce has been employed by the Mecosta County Road Commission since 1997 and has been Managing Director since 2002. She has a Marketing and an Accounting Degree from Ferris State University. Joyce was elected to the CRASIF Board of Trustees in 2007. She had served as the Northern Michigan Association of Road Commissions’ secretary-treasurer for 12 years and has also served on several CRAM committees. Joyce has two adult children, Josh and Angela, recently adding a new son in law and in 2012 a new daughter in law.

Frederick Chapman – Trustee
Fred has been on the Ionia County Road Commission board since January 2007. He was elected to the CRASIF Board of Trustees in September 2010. He has 36 years in the corporate field and served as an officer of Blue Cross Blue Shield of Massachusetts and as vice-chairman of the Commerce and Consumer Affairs Committee in the New Hampshire House of Representatives (with jurisdiction over insurance). He is also a communications professor emeritus at Grand Valley State University. He holds a B.A. degree in journalism from Wayne State University and a M.A. degree in social science from the University of Detroit Mercy. Fred has two adult children and six grandchildren. He recently remarried Neonila Slobodchikova and added a daughter,
Mary Herman – Trustee

Mary was appointed, and later elected, in 2009 to the CRASIF Board of Trustees to fill Judy Nerat’s vacancy, created by her successful run for State Representative. Mary has been employed by the Marquette County Road Commission since 1997, hired as the Payroll/Cost Accountant, and promoted to her current position as Finance & Office Manager in 2007. She has served as Chair of the CRAM Finance & Human Resource Committee since 2009. Mary is the mother of three adult children, Angela (Dean) Leece, Robert  & Lisa Herman, as well as grandmother of Jared, Madeline and Griffin. Mary enjoys traveling, reading and spending time with family and friends.

Mary was appointed in January of 2009, then elected in September of 2009 for the 3-year UP position. Her current term will end in September 2012. 

John M. Hunt – Trustee
John took office as a Huron County Road Commissioner on January 1st, 1989. He was elected to the CRASIF Board of Trustees in 2005 and is currently serving his second term. He is also currently serving on the CRAM Board of Directors. John is married to Jeanette (Learman), his wife of 33 years. They have four children and are blessed with three grandchildren. John is the owner of J.W. Hunt OTC Inc., a transportation company.
Mike Larrabee – Trustee
Having been elected in 2004, Mike, a Delta County Road Commissioner for the last 7 years, is serving his second term, which will expire in 2012. In September, 2011, Mike was elected to the CRASIF Board of Trustees, assuming John Strauss’s trustee seat. Mike is married to Mary and they have two grown children and two grand-children, Jared and Jaden. He attended Michigan Tech University and earned a B.S. in Business Administration. He has been a carpenter-millwright for 38 years and he loves sports—off-road racing, boating and fishing.
Dale Linton – Vice-Chair
Dale was elected to the Montcalm County Road Commission Board in 1990 and was just re-elected for a 4th term, which will expire in 2015. He currently serves as Chairman and is also a member of the County Parks & Recreation Committee. Dale was employed as a supervisor for two international companies and as manager of a trucking company before retiring in 2004. Dale is married to Marilyn and has six children and ten grandchildren. He enjoys traveling, reading and refurbishing old farm tractors. Dale was appointed, and later elected, in 2009 to the CRASIF Board of Trustees to fill Richard Miller’s vacancy.
Bob Ottenoff – Trustee
Bob was appointed to the Luce County Road Commission Board and his term will expire in December, 2010. He has been with the road commission for 10 years. Bob was a self-employed excavating contractor for 15 years and also worked for 10 years as the service manager for an International dealer. Bob attended trade school at Northern Michigan College and is a certified mechanic. He enjoys fishing, traveling and vacationing in Lake Havasu, Arizona. Bob was appointed, and later elected, in 2009 to the CRASIF Board of Trustees to fill Don Holt=s vacancy.
Douglas Robidoux – Trustee
Doug was appointed to the Mason County Road Commission Board in 2003 and is currently serving his second term which will run through 2014. He was appointed to fill Steve Stocking’s retirement vacancy on the CRASIF Board of Trustees for 2011 and also serves as Vice Chairman of the Mason County Planning Commission. Prior to retiring in December, 1999, Doug spent 36 years working at the S.D. Warren/Scott Paper Co., Sappi Fine Paper Mill located in Muskegon, MI with responsibilities in personnel, labor relations, negotiations, arbitration, training, safety, restructuring, production and project management. Doug is married to Barb and they have four children and six grand-children.
Don Spray – Trustee
Don has been an elected road commissioner for the Cheboygan County Road Commission for the last eight years. He currently serves as chair. He is married to Sally and has owned and operated a plumbing and heating business for the last 40 years. Don was elected to the CRASIF Board of Trustees in 2005. He enjoys antique tractors and gardening.

Our mission is to reduce the potential for employee injury and to provide a comprehensive disability management program for employees eligible for workers' compensation.
