James deSpelder – CRASIF Administrator
Jim was hired in August, 2010, as CRASIF administrator, and on January 1, 2011, he officially
assumed the full duties of Mack Rabourn, the former long-time administrator who retired at the end
of December, 2010. Jim is an attorney with expertise in insurance law and managing group
self-insurance funds. His group fund administration experience includes the MASB-SEG Property
and Casualty Pool, the Middle Cities Risk Management Trust and the Middle Cities Workers’
Compensation Fund. Jim has been married to Therese for over 20 years and they are blessed to
have three boys. Jim enjoys athletic activity, coaching basketball, and being a husband and a dad.
Dale Ruttan - Finance & Services Officer & Treasurer
On 9/01/2000, Dale was hired to serve as the CRASIF Finance & Services Officer & Treasurer. He attended Central Michigan University and has a B.S. degree in business administration with a major in accounting. Dale was previously employed by the Ingham County Road Commission as their Director of Finance for 22.5 years. For the past 10 years, Dale has served as a trustee on the Vevay Township Board. He is also active in the American Legion and Masons. Dale has been married to Mary for 36 years and they have three married daughters. Dale likes fishing on Lake Michigan, hunting and spending time at their cottage on Ford Lake near Ludington.


Our mission is to reduce the potential for employee injury and to provide a comprehensive disability management program for employees eligible for workers' compensation.
